According to the free London newspaper Metro report on Friday; In Malaysia husbands who call their wives ugly could find themselves behind bars. A woman's rights group wants the Parliament to outlaw 'emotional violence' against women and punish offenders with fines and prison terms.

I am sure a lot more emotional abuse is covered by that law than just saying "ugly".
Many of these couples would be in arranged marriages, that the wife did not have much say in, if any. Being treated with politeness is the least she can expect. For these women there would not be the love and happy times to make up for the occasional bad word said in the heat of an argument. Most would not be "allowed" to argue, either, but just have to do as they're told. The emotional abuse comes into it in that they have to silently tolerate being called names, without being allowed to retaliate or defend themselves.
Arranged marriages are usually of financial benefit to the bride's parents, so they are unlikely to let her leave the husband and go home if things get rough. There is also family pride involved (the same false pride that kept generations of Western women covering up for abusive husbands, too). Even if the marriage was not arranged, there may be few ways out for a woman who is badly treated.
So any law that openly tells men they must treat their wives with some decency is a good law. In the Western world we don't need such laws as it is easy for a woman to get out from under emotional abuse by leaving....and there are support services to help her make a living and look after her children. Where outside well-paid work for women is scarce, they need more legal protection, because leaving is not really an option for them. Western men don't get fined or jailed for bad words; but they do have the prospect of maintenance and alimony payments, which has a similar effect. They can be jailed for physical abuse, but that is much easier to prove, too.
